James Inhofe (R-OK), the ranking Republican on the Senate environment committee, says Congress may need to consider a piecemeal approach to reforming the Toxic Substances Control Act (TSCA) if upcoming bipartisan talks on broadly reforming the law are unable to lead to a deal that can pass both chambers.
