The White House issued a statement of administration policy Monday saying it strongly opposes House passage of HR 427, titled the Regulations from the Executive in Need of Scrutiny Act of 2015, which would mandate a congressional joint resolution of approval before any major rule of an executive branch agency could have force or effect.
