A copper smelting company is urging the Supreme Court to review a federal appellate ruling that upheld the Environmental Protection Agency's sulfur dioxide (SO2) national ambient air quality standard (NAAQS), arguing that the decision conflicts with past high court precedent on how judges should determine if EPA has set a NAAQS at an unnecessarily stringent level.
